Labour Market Demand
Many community colleges in Canada and the US integrate labour market analysis into their regular cycle of program review -- so they verify the demand for graduates by employers before they renew a program. In fact, Academica Group helps many colleges do just that.
While universities may undertake program reviews from time to time, and may even subject programs to internal or external quality reviews, they are far less likely to take employer demand into account. If students want to take a program, most universities will offer it.
I suppose the moral of the story is caveat emptor - buyer beware. If a student is contemplating career options, they should consider the employment placement rate of recent graduates, they should investigate the industry/sector and labour market projections, and they should keep their eyes on quarterly economic reports.
That said, it is virtually impossible to be certain what labour market demand will be 4 years down the road -- those commencing a university degree should pay more attention to their own interests and passions than the labour market.

Navitas answers to shareholders, not students
Navitas is a for-profit multinational just like Kaplan who was among those exposed last week in the US Senate Committee investigation on abuses at many for-profits. They include Kaplan, Phoenix, and others. Hearing update:

Kaplan, like Navitas, also pitches so-called pathway programs in Canada. Kaplan is already facing a False Claims lawsuit in the US for admitting unqualified students, grade inflation, and falsifying documents.

The pressure to meet shareholder expectations of quarter over quarter growth leads to questionable and sometimes illegal practices that Canadian administrators should be wary of. UManitoba and SFU both suffered unheardof year over year drops in their THE rankings after signing up with what many see as immigration back doors. Their poor image has led to drops in the number of traditional international students choosing SFU, according to SFU Senate minutes.____ Net gain = zero.___
